As stated before, some state laws may contradict the federal law allowing private person-to-person rifle sales between residents of the same state. For example, in Connecticut, long guns can only be transferred to another private individual through a dealer with an FFL.[3] Some states have laws that require background checks. Colorado requires sellers to obtain an NCIS background check before selling a firearm privately. Depending on the state, seller intent and the circumstances of a sale, there could be civil or criminal penalties for private sales that are improperly conducted.
