X-RING SUPPLY STORE POLICIES
We reserve the right to deny the sale or transfer of a firearm (or any other item in our store), if a staff member feels uncomfortable with the transaction. If we suspect illegal activity, it WILL be reported to the proper authorities.
1) Handle all firearms as if they were loaded!
Never forget that a gun has the potential to produce serious injury
or death in a single instant of carelessness. Make safe gun
handling a habit to be followed at all times. After you determine
that a gun is unloaded, continue to handle it as though it were
2) Always keep your firearm pointed in a safe direction!
In selecting a safe direction, you must also take into consideration
that a bullet can ricochet or glance off any object it strikes, and
that bullets can penetrate walls, ceilings, floors, and windows.
3) Keep your finger out of the gun’s trigger guard and off the
trigger until you have aligned the gun’s sights on a safe target
and you have made the decision to fire!
By keeping your finger completely outside the trigger guard until
you have aimed at the target, you guarantee that any shots you
fire will go safely in the direction of your intended target.
4) Always be certain that your target and the surrounding area
are safe before firing!
Remember that a bullet can travel as much as several miles, so
you should be certain of what your bullet could strike before you
pull the trigger. Never fire at a movement, a noise, a flash of
color, or a rustling bush without positively identifying your
DELAWARE FIREARM PURCHASE REQUIREMENTS
To purchase a firearm in Delaware, you must:
(1) Present a valid driver's license or state-issued I.D. Identification must contain the correct/current home address and cannot be expired.
(2) Pass the Federal background check.
(3) Be of legal age to purchase the firearm, see below.
Minimum age for firearm purchases in Delaware:
Long guns: 21 years of age for rifles, 18 for shotguns
Handguns*: 21 years of age
Pistol grip shotguns*: 21 years of age
Lower Receivers*: 21 years of age
*Cannot be transferred to out-of-state residents
Federal Background Check
In order to purchase a firearm, you must complete a Federal background check, aka Form 4473. This form will be completed once you have selected a firearm, and are ready to make the purchase. Once you have completed the form, we will submit a background check for you to NICS. We run background checks from 10-6:30 Monday thru Friday and from 10-5:30 on Saturdays.
We will receive one of three responses:
Proceed:You can purchase the firearm that day.
Denied:You may not purchase the firearm, however, we can provide you with documentation to submit an appeal. You will pay our $100 denial fee.
Delayed:We cannot transfer the firearm to you until we receive a "Proceed" from NICS. However, according to Delaware law, once 25 days have passed, without confirmation from NICS, we can then transfer the firearm. Background checks are only good for 30 days. After 30 days, you must go through the process again. If you are Delayed, we will require a 50% deposit to hold the firearm. Exception: If the firearm is on Consignment (white sticker), you must pay for the firearm in-full for us to hold it for you.
If you have been Denied and want to file an appeal, go to the NICS Appeals web site. You will need your NTN number -- we can provide this to you. If your denial is overturned within one month from the date the denial was issued, we will issue the denial fee in store credit.
Minimum age for ammunition purchases in Delaware:
Long gun ammunition: Shotgun: 18 years of age, Rifle: 21 years of age
Handgun ammunition: 21 years of age
All ammunition will be shipped ground with adult signature required. Always make sure to use the correct ammunition for your specific firearms. Check your local laws for any other regulations.
Starting August 30th 2022 - All magazines of capacity greater than 17 rounds will only be available for purchase to Delaware Residents with a valid Delaware Concealed Carry License. We cannot sell them to out of state residents without a Delaware Concealed Carry License. This applies even if your licenses have reciprocity with Delaware. The bill specifically references the Delaware CCDW license code when refering to the license that must be possessed, so other states permits do not technically qualify.
AMMUNITION sales are FINAL - Ammo returns are not accepted.
- A 20% restocking fee applies if you are denied, or do not pick-up the firearm within 30 days after the background check was submitted.
- The re-stocking fee will not be applied towards the purchase of a different firearm.
- Background checks expire 30 days after being completed. Once a background check has expired, you must go through the process again.
We are always happy to accept transfers on your behalf. However, if you are purchasing a firearm that is still being manufactured, please check with us first. We may have the item in stock at the store, or you may be able to purchase it from our online store.
If you are having a firearm transferred from another seller, YOU MUST COMPLETE OUR TRANSFER FORM, so that we can contact the seller and make arrangements.
The following fees apply to transfers:

A $30 per firearm fee is required to perform a background check (regardless of the outcome). Both parties must be present to perform the transfer. If the purchaser is delayed, the owner of the firearm will keep possession of the firearm. Once the intended purchaser has received a "proceed" status, both parties must return to the store (at the same time) to complete the transfer. The transfer fee is mandatory regardless of the outcome of the background check. If the buyer person receiving the firearm is denied, an additional $100 denial fee is due.
